I think PHP is best web programming language because PHP is totally open source server side scripting language.PHP provides excellent feature and strong security for our website but ASP.net is not a open source. It's supported for windows operating system.ASP.net build by microsoft.

You haven't listed whether you want to develop yourself or want to hire someone for it.

It really depends on the situation.

    CASE 1 : Hiring someone
If you are planning to hire someone to create your website then I will prefer you to go for PHP because as we know its open source , It will cost you less in the development process. Even programmers charge lesser in case of PHP projects.

    CASE 2 : Developing yourself.
If you want to develop the website yourself I will prefer you to go with .NET. Just get Visual Web Developer (Microsoft Visual Studio 2010 or lesser) and you will understand why I prefer .NET. Its so easy to create websites using Visual Studio. It supports drag and drop support even for server controls like buttons, textboxes, labels. Step by step wizard for database connectivity. Each and everything simplified.
In Visual Studio (.NET) , you will have to spend less time on designing the layout and more on developing the Logic.
    .NET ROCKS :-)

Well as being an open source PHP has better capability that .NET and it can be run on any platform without requiring a specific criteria. It gives more flexibility and can be accessed easily.
